Jordan and Russia have just signed a visa exemption agreement for the first time. Jordan is worried and signalling to Washington that it has options beyond the USD.
The move follows the Trump–Putin summit and the reinstatement of the draft after two decades. As Amman prepares for war, the leadership is making it clear they intend to stay, and will partner with America’s allies and rivals alike to do so. For Jordan, this could lessen reliance on U.S. aid, but success hinges on trade volume and currency stability, both of which are limited with Russia. Egypt’s experience offers inspiration for the Kingdom.
Egypt has been ramping up its engagement with BRICS countries like Russia and China this past year, especially in response to Washington’s pressures, whether over Gazan displacement or tariffs.
Jordan’s new agreement with Russia signals hopes to move in the same direction, using non-US-aligned powers to preserve stability & the regime. However, with ~90% of Jordanian debt in dollars and heavy U.S. aid dependence, a full pivot is unrealistic. As such, the move is likely more bark than bite.
